As a public system in the United States, K - 12 education is governed by a complex hierarchy of laws and policies influenced by political, social, economic, and moral norms. This course explores historical and contemporary education law and policy, with an emphasis on how legal structures function to restrict or expand educational access and equity. Topics to be covered include: the purpose and function of education in American society; the role of law in defining the public nature of education; disparities in access based on identity and status including gender, race, national origin, citizenship, disability, and language; school discipline and policing; curricular controls; parental rights; funding and resource inequities; and contemporary and emerging debates in education law and policy.
